RPRA’s Registry is now open for HSP supply and performance reporting
RPRA’s Registry is now open for supply and performance reporting for hazardous and special products (HSP).
Obligated producers, PROs, processors, haulers, and disposal facilities must submit an annual performance report. Producers are also required to submit an annual supply report and pay the 2025 program fee. All reports are submitted online through RPRA’s Registry.
The deadline for HSP supply and performance reporting is July 31, 2025.

Important reminders for 2025 reporting
- RPRA is delaying the requirement for HSP producers and PROs to submit a performance audit report.
- RPRA is delaying the requirement for HSP processors to submit a recycling efficiency rate (RER) verification report for antifreeze, oil containers, mercury-containing devices, paints and coatings and solvents.
Producers and processors are still required to submit their annual performance report by July 31, 2025. Learn more about audit and verification requirements delays for HSP.
Recent amendments to Ontario’s HSP Regulation
The Ontario government has made amendments to producer responsibility regulations under the Resource Recovery and Circular Economy Act, 2016 (RRCEA), including to the HSP Regulation.
The following changes may affect producers, PROs, haulers, processors, and disposal facilities during the upcoming reporting period:
- Vehicle brand holders, importers and marketers are now obligated for the antifreeze and oil filters that are supplied in new vehicles that are sold in Ontario.
- Requirements for producers of refillable pressurized containers have now been aligned with those for producers of refillable propane containers. Refillable pressurized containers, previously counted in Category “B” for HSP materials, will now fall under Category “E”.
- The requirement for individual processors to calculate and report on their RER for HSP materials with management targets has been removed.
